Well, the announcement quoted by does include all the pertaining information, but I don't think it's completely accurate to answer 'yes' to this question. You can manage your downloaded music to/fro the iPod, and you can stream music from Spotify if your iThing has an internet connection and the necessary capabilities (i.e. if you have an iPod Touch or iPhone).
Music for which you don't have the files (that is, streamed music) that's included on your offline playlists will not be transferred to your iDevice unless it's an iPhone. As of now, july 2011, offline mode is only compatible with the iPhone, of all iDevices.
So I'd say, yes, you can, if you have an iPhone. You can't use the offline mode on an iPod.
To me, the most immediate benefit of paying for Spotify Premium is the ability to use the offline mode on my Android phone, and use my data connection to stream songs on the go. If you wish to use an existing iPod with Spotify, it's probably a better idea to use the old method: purchase/download the files, then synchronize your iPod to listen to those tracks.
